The ruling by Circuit Judge Charles Partin swept aside an unusual settlement by Baldwin County commissioners in 2003 that had allowed Jerry Loper's boathouse to stand.

But late last week, with Memorial Day looming, the dispute and bitter feelings seemed very much alive."
