John J. Popa, 57, of Pensacola was one of three people named on the 28-count indictment, which was returned by a federal grand jury in Mobile.
The indictment alleges that Popa participated in a conspiracy with two Arizona residents to buy cheap seafood from a variety of sources, relabel it as a more expensive product and resell it to customers on the Gulf Coast."
