Gulf Shores easing fees? - al.com: "GULF SHORES — When Baldwin County's beach cities starting collecting impact fees on new development three years ago, municipal leaders did so expecting a windfall that would help them pay for new roads, fire engines and ballparks.
Both Orange Beach and Gulf Shores have collected hundreds of thousands of dollars in impact fees, to be sure. But both resort cities mostly missed out on the building boom that led up to and was escalated by 2004's Hurricane Ivan.
Now both cities' mayors say they wonder if the fees aren't exacerbating the near complete halt to construction and the resulting municipal budget woes."
