State will wait on incentives for auto plant - al.com: "MONTGOMERY — Alabama won't give heavy incentives to Hybrid Kinetic Motors until the company has money in the bank and a plan to protect the state's investment should the project fail, according to the state's top industrial recruiter.

'They have to get their funding in order,' said Neal Wade, director of the Alabama Development Office. 'When we know that they're ready to move forward, we will have to negotiate a project agreement ... before we can expend funds on behalf of this company.'
