Should Pamela Wynona Schoen fail to implement the bookkeeping practices or pay the fine, which is roughly what state regulators spent to investigate her Starfish Insurance Agency, she will, according to the order, lose her sales license and face an additional $236,000 in fines — $2,000 for every fake policy her firm is known to have sold."
