Orange Beach mayor: Special assesment for beach repairs won't pass legal muster, other options mulled | al.com: "ORANGE BEACH, Ala. -- Mayor Tony Kennon said that a plan to assess property owners along Ala. 182 a special fee to help pay for beach repairs would be illegal in Alabama, and therefore city leaders are eyeing a different method to raise the money.

'We were told that we didn't have the authority to charge that type of a fee within the constraints of the Alabama Constitution,' Kennon said. 'We're looking at other options that would fund a beach renourishment fund without raising taxes or increasing the cost to anyone, or if we do, minimally."
