State says Baldwin insurance agency owner at fault in fraud - al.com: "Pamela Wynona Schoen was negligent in allowing two unlicensed employees at her Gulf Shores insurance agency to write bogus policies that cost customers hundreds of thousands of dollars, state regulators told a hearing officer Thursday.
Schoen's lawyer, Richard Lively, portrayed her as the victim, suggesting among other things that the employees, Benton Gray Harvey and Jonathan Adams, may have poisoned Schoen to keep her away from Starfish Insurance Agency as the scam peaked last summer.
Under state law, licensed agents are supposed to supervise unlicensed employees, and only agents are supposed to sell policies. Schoen has said Harvey and Adams also stole other company money."
