Orange Beach Water Authority says City Council can't appoint directors | al.com: "ORANGE BEACH, Ala. -- In recent weeks questions have been raised about whether the City Council might have the right to appoint a pair of directors to the board of the Orange Beach Water, Sewer and Fire Protection Authority.

'We're going to research it thoroughly,' Mayor Tony Kennon said last week. 'I have no earthly idea if that's a possibility but if it is a possibility and state law says we should do it, we should do it.'"
