For the second time Orange Beach's library earned a top slot in the Library Journal's Index of Public Library Service, earning the magazine's highest grade this time around. And Gulf Shores' Thomas B. Norton Public Library made its debut on the listing with a score one notch below the highest rating.

The libraries were two of only five in Alabama and 12 in the Southeast that earned spots in the list."
