While most government employees were free to celebrate the Martin Luther King Jr. memorial holiday as they pleased, Baldwin County's top engineer spent part of his day trying to sell a tax increase to a room of mostly Republican women. On Monday, three commissioners and Cal Markert, director of the Baldwin County Highway Department, presented information about the county's plan to pay for highway construction and improvements to the about 50 people who attended the Eastern Shore Republican Women's monthly luncheon.
At the heart of the plan is a "Pay-As-You-Go" fund, which would have to be approved by voters.
